<b>Dave Harrington</b>
Dave HarringtonManaging Director & Founder
Dave is a Marine Corps veteran and Naval Officer, having graduated from the US Naval Academy “with merit,” with almost two decades of aviation and consulting experience. After earning his MBA from NYU Stern and 5+ years of federal consulting with high-profile companies, Dave started SIE in 2014 while supporting the General Services Administration’s (GSA) Software Center of Excellence. The experience and exposure gained at GSA over the last 4+ years has enabled SIE to become the government’s foremost experts in software licensing strategy and cost savings. It is this capability upon which Dave has built SIE into a trusted, multi-functional IT advisory firm.

Having spent significant time around the globe as an active duty P-3 pilot, Dave is now quite content to be settled in Northern Virginia with his wife and two sons.

<b>Mike Kearns</b>
Mike KearnsDirector & Founder
With more than 10 years of consulting experience, Mike brings the strategy and management skills necessary to help lead a firm focused on ensuring our clients achieve the results they desire. Mike is a forward-thinking leader who is perpetually thinking of and listening to ideas that will enable SIE to deliver an excellent experience for clients. Committed to ensuring SIE is delivering value, Mike enjoys brainstorming with clients on ways to improve communications and bureaucratic challenges.

A native Washingtonian, Mike has spent his entire childhood and most of his adult life in the DC Area. He received his bachelor’s degree in Finance from Villanova University and MBA from The Darden School at UVA. In his free time, Mike enjoys spending time with his wife and two children, as well as playing golf.

<b>Adam McIlwain</b>
Adam McIlwainSenior Manager
Adam is a dedicated management consultant with more than 14 years of experience. During his career, Adam has focused on closing the gap between organizational strategy and execution for US Government and global commercial CXOs. His expertise includes portfolio and project management, IT strategy, program performance management, energy strategy, environmental policy, regulatory compliance, and corporate training. In the private sector, Adam’s services have focused on electric and gas utilities and Fortune 100 companies. Born and raised in the Philadelphia suburbs, Adam now spends his time with his wife and two sons in Falls Church, Virginia.
<b>Colin Chambers</b>
Colin ChambersManager
Colin is an IT strategy professional PMP with over 11 years of experience advising federal government clients in Project Management, Process Improvement, and Change Management. His clients have included the Department of Defense, Department of State, USPS, GSA, and several other Federal Agencies while working for the most prominent consulting companies in the country. Born and raised in the Chicago suburbs, Colin moved to Virginia after attending William and Mary and now lives with his wife and two children in Alexandria, VA. In his spare time, Colin enjoys running, surfing and traveling.
<b>David Marsh</b>
David MarshSenior Specialist
David is a decorated combat veteran of the U.S. Navy. He graduated from the University of Pennsylvania “with distinction,” and has over two decades of Legislative, Defense, and National Security consulting experience. Post Navy, he worked with Big 5 Consulting firms before starting a company with fellow Navy Veterans that was acquired in 2010. David then spent four years working with Veteran and Minority owned companies in the IT industry. David enjoys spending time with his wife and two dogs in Arlington, VA. He can be found on a local golf course, somewhere to the left – but mostly to the right of the fairway.
<b>Laurie West</b>
Laurie WestSenior Specialist
Ms. West has over 20 years’ experience leading business development activities associated with identification, qualification, capture and pursuit of new business for the Department of Homeland Security (DHS), and other civilian agencies. Her primary role is to interface with government personnel to understand key issues and formulate solutions which improve performance and reduce costs. She is experienced with management of contact vehicles and has excellent relationships and a deep understanding of mission needs. In her spare time, Laurie loves heading to the beach or spending time with her daughter.
<b>Peter Beruk</b>
Peter BerukSenior Advisor
Peter is an engaged Information Technology Asset Management Leader possessing a blend of subject matter expertise, strategic talent, and practical experience. During his career, he has advised clients on strategies to optimize and implement asset management processes and navigate vendor audit defenses in a cost-effective manner. His success is driven by his ability to build highly effective strategies using best practice frameworks that minimize the expenses and liabilities associated with software licensing in large organizations. Born and raised in upstate NY, and now living in Northern Virginia, he likes to spend his downtime out with his dogs and hiking through the mountains of Asheville, NC.
<b>Jeremiah Gibbs</b>

Jeremiah is an IT consultant with over 12 years of experience in IT strategy and enterprise operations. Prior to joining SIE, Jeremiah spent five years working as a technology consultant for a Big 4 management consulting firm where he helped clients develop IT and business solutions to some of their most difficult challenges. Jeremiah grew up in Raleigh, NC and has lived in the DC metro area for 14 years. He received his bachelor’s degree in Information Systems from The University of North Carolina at Charlotte and his master’s in Information Technology from Marymount University. In his free time, Jeremiah enjoys running, wrenching on his e30 and Mustang, and spending time with his family at his home in VA.
<b>Colleen Law</b>
Colleen LawRelationship Manager
Colleen grew up in Bethesda, MD as a competitive student athlete. She attended the University of Virginia on a full Varsity Swimming scholarship and graduated with degrees in Psychology and French. Following undergrad, Colleen attended the University of Manchester in the UK, where she received an MA in Sociology (as well as a ridiculous amount fresh stamps in her passport!). Since then, her professional background has focused on conference services, customer experience, and relationship management. Colleen strongly believes that the most important part of any workday is going home knowing that she made a positive difference.
<b>Lauren Millen</b>
Lauren MillenSenior Consultant
From Pittsburgh to Washington, D.C., Lauren’s energy, drive, and wittiness has granted her opportunities to build her knowledge areas within the Commercial and Federal IT space. She has over 4 years of experience in Audit, Management Consulting, and Strategic Vendor Management. Lauren attended Ohio University, and since then, has furthered her education by obtaining her Project Management Professional (PMP) and Certified Software Asset Management (CSAM), and continues to strive to expand her professionalism. In her spare time, Lauren enjoys hanging out with friends, exercising, and watching new Netflix series.
<b>Will Considine</b>
Will Considine Senior Consultant
Will is a management consultant with 5+ years of experience in operations, strategy, and sourcing consulting. Will hails from upstate New York and moved to the D.C. area after graduating from the University of Pennsylvania with a degree in economics. Prior to joining the SIE team, Will consulted in the healthcare industry where he led multi-category cost savings engagements with large health systems across the country. In his spare time, Will enjoys golfing, skiing, and following his favorite sports teams.
<b>Ross Rankin</b>

Ross comes from an analytical and financial background in software and database technology. He grew up in Northern Virginia and has spent most of his time in the D.C. area. Ross attended Marymount University for undergrad and the R.H. Smith School of Business at the University of Maryland for his MBA. In his free time, Ross enjoys racing downhill mountain bikes and snowboarding.
<b>Rachel Wilkinson</b>
Rachel Wilkinson Consultant
Rachel is a University of Maryland alumna who graduated with a B.S. degree in Accounting. Prior to joining SIE, Rachel worked for a Big 4 accounting firm where she gained valuable knowledge and experience serving Fortune 500 investments and insurance companies, as well as clients in the healthcare and education industries. Born and raised in Maryland, Rachel loves to cheer for her favorite sports teams, the Washington Redskins and University of Maryland Terrapins.
<b>Robert Masterson</b>
Robert Masterson Consultant
Robert’s primary focus is IT consulting for projects including systems integration and mobility solutions. Robert graduated from Virginia Commonwealth University with a major in Finance. Through past employment and educational experience, he has gained knowledge pertaining to project life cycle phases, planning, analysis, design, and implementation. In his free time, Robert competes in downhill mountain bike racing.
<b>Angela Bui</b>
Angela Bui Marketing Operations Analyst
Angela graduated with her Bachelor’s in Business Administration from the University of Mary Washington in May 2013 and her MBA from James Madison University in December 2015. When she’s not in the office, she spends her time reading, spending time with friends and family, attending concerts, baking, and being outdoors.
<b>Francesca Oliveira</b>
Francesca Oliveira Business Analyst
Francesca is a recent Trinity College alumna who graduated with a B.A. degree in International Studies. She grew up in Northern Virginia and spends most of her time in D.C. Prior to joining SIE, Francesca had multiple internships in government. In her spare time, she loves cheering for the Wizards and Nationals, baking, hiking on the local trails, and keeping up to date on political issues.
<b>Brandon Johnson</b>
Brandon Johnson Business Analyst Intern
Brandon grew up in Silver Spring and attends the University of Maryland. He is a junior Economics major, with a minor in Spanish Business, Language and Culture. After college, he plans on going to graduate school to study Applied Economics or Business Analytics. In his free time, Brandon enjoys playing video games, hanging out with friends, and binge-watching Netflix.
