Manage, control and protect the software assets throughout all stages of their lifecycle within software compliance regulations to reconcile software license entitlements to software products in use.

  • Establish an entitlements baseline based on your software contracts and entitlement records

  • Identify opportunities to optimize software license utilization and minimize compliance risk
  • Addresses gaps identified between software license entitlements to software products in use to define risks or exposures
  • Identify unused and or legacy equipment eligible for transfer, retirement or replacement
  • Evaluate contract terms and Conditions to recommended revised terms and conditions designed to protect agency from future compliance exposures
  • Respond to vendor audits by establishing compliance position, designing strategies to reduce vendor footprint and sprawl, and working with the vendor to reduce compliance bill

A native Californian, Dave was an enlisted Marine before attending the United States Naval Academy where he graduated with Merit. He became a mission commander in the P-3 Orion and served overseas in support of both OIF and OEF earning two Air Medals. While serving on active duty, Dave earned his MBA from NYU Stern in Finance and began his consulting career in 2010 after transitioning into the Naval Reserve where he continues to serve today. Dave started SIE in 2014 while supporting the General Services Administration’s (GSA) IT Category Manager, and over the last 5 years has developed SIE into the government’s foremost experts in software licensing strategy. Dave is an expert in Oracle licensing, having helped several government Agencies navigate complex compliance audits and develop licensing strategies.
Mike Kearns
Mike KearnsDirector & Founder
With more than 12 years of consulting experience, Mike brings the strategy and management skills necessary to help lead a firm focused on ensuring its clients achieve the results they desire. Over the last decade, Mike has been leading transformational IT initiatives, with a focus on ITAM capability building and strategy development. Acknowledging a need among federal and state organizations for IT optimization, Mike and Dave started SIE as a niche IT strategy firm. Mike is a certified Microsoft licensing expert, helping clients maintain compliance and has delivered millions of dollars in savings through license alignment and optimization. He received his bachelor’s degree in Finance from Villanova University and MBA from The Darden School at UVA.
Katie Clarke
Katie ClarkeSenior Specialist
Katie Clarke has been working within IT Asset Management (ITAM) for the last 12 years. The bulk of her career was spent at a small SAM Consulting company based out of the NYC Metro Area. Her experience spans from Enterprise License Agreement negotiations, Software License Positions, contract analysis and process improvement. She spent the last 2 years running a consulting team while keeping track of all active projects and strategic initiatives for the firm. Katie graduated with a Bachelor of Arts at the University of Massachusetts at Amherst with a degree in Sociology. She enjoys spending her free time with her husband and two young boys.
Cliff Jespersen
Cliff Jespersen Senior Specialist
With more than 18 years of ITAM experience, Cliff brings a diversified skill-set to SIE
managing hardware and software assets for Fortune 500 companies. During his career, Cliff has provided management oversight to global IT assets, supporting corporate cost-savings, process improvement, and risk mitigation strategies. In addition, he has advised clients through software vendor audits, and assisted them with license assessments and optimization opportunities. Cliff was born and raised in the Northern Virginia area, and when not helping to solve the ITAM puzzle, he spends time with his wife and 2 daughters.
Lauren Millen
Lauren MillenConsultant
Lauren is an accomplished consultant supporting complex Software Asset Management (SAM) projects. Through her experience working with both commercial and federal clients, Lauren has developed expertise in analyzing government software licensing spend to maintain compliance and identify areas for potential cost savings. She has helped more than a dozen federal agencies by assessing their current SAM program maturity, identifying developmental areas and recommending a path forward to achieve compliance and cost optimization. She has an active secret government clearance, is a Project Management Professional (PMP) and Certified Software Asset Management (CSAM).
